Affordable housing plans in Llay set for approval

Affordable homes for the over 55’s could be built in Llay if plans are given the go-ahead next week. ‌

​​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​Wrexham Council’s planning committee is to consider an application from housing association Wales and West Housing for the development at the Cwrt Pentwmpath site in Llay. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

A notice to demolish the current retirement complex there has been lodged with the council, with these proposals to replace it with 17 one-bedroom homes and eight one-bedroom bungalows. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The site currently includes a complex of two-storey buildings housing 30 flats plus a warden’s house and guest room. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

According to a report to be considered by the planning committee the development proposed includes landscaping, car-parking space for 26 cars, a cycle shelter, bin store and mobility scooter store. Current access arrangements will stay the same. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Llay Community Council has given its backing to the scheme but has concerns that the three-storey element of the development could impact on the privacy of residents living on Eighth Avenue. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The development has been recommended for approval by Wrexham Council’s planning chiefs. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The report states: “The proposal is of an appropriate design and scale and would respect the character and appearance of the local area. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“It would also safeguard appropriate living conditions for nearby residents, it would not compromise the safety of highway users and nor would it harm ecological interests.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

A statement from J10 Planning on behalf of Wales and West Housing in support of the application said: “The site is located off Eighth Avenue in Llay and presently comprises an existing affordable retirement housing scheme known as Cwrt Pentwmpath. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“It was built in 1975 but is sadly no longer meeting housing association regulations and it has suffered from very high service charges. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“The decision has been taken to replace the facility with a modern, fit for purpose scheme that meets energy efficiency standards, secured by design and DQR Lifetime Homes standards.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

It adds: “It benefits from safe pedestrian links to the local shops, community centre, doctors surgery, places of worship and local recreational facilities and is in an ideal and highly sustainable location; benefiting from local bus stop and services directly adjacent to the site. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“Delivering much-needed new affordable homes for the over-55’s in Llay that will allow local people to stay within their community at an affordable social rent.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Wrexham Council’s planning committee will make a decision on the application when it meets on Monday (February 6). ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​
