Council updates on £93m care development projects for elderly and disabled

THE council has given an update on how £93m worth of major care developments for the elderly and people with learning disabilities in Rhondda Cynon Taf (RCT) are progressing.

On Monday, September 23 cabinet members will be updated on the projects completed and planned to provide care accommodation for older people and people with a learning disability in RCT.

The overall cost of the investment is currently estimated at £93m with RCT council funding of £23m and external grant and partner funding of £70m, subject to confirmation of external funding approvals.

One such scheme is the Maesyffynon extra care facility in Aberdare which was completed in May 2020 and is made up of 40 self-contained apartment units with 36 one-bed units and four-two bed units), including one respite flat.

The scheme was opened in 2020 and includes an on-site restaurant, lounge areas, activity room, scooter room, laundry room, secure communal gardens, salon, spa room with adapted bathroom, roof terrace and garden area.

The Cwrt Yr Orsaf extra care scheme in Pontypridd was completed in November 2021 and includes 60 self-contained apartment units (56 one-bed units and four two-bed units).

The scheme opened in 2021 and includes a restaurant, cinema room, two mobility scooter rooms, laundry room, secure communal gardens, hair and beauty salon, spa room and a roof terrace overlooking Ynysangharad War Memorial Park.

As part of the recent changes to day services, Tonyrefail Day Centre has been amalgamated into the day centre at Cwrt Yr Orsaf.

Dan-Y-Mynydd extra care facility in Porth is scheduled to be completed in early 2026 and will include 60 self-contained apartments (54 one-bed units and six two-bed units).

The facilities will include a dining area, a communal kitchen, lounges, a hair salon/spa, communal landscaped gardens and an integrated
day care unit on site.

Mountain Ash extra care and residential dementia care facility is due to be completed in early 2027.

It will be a 40-unit scheme with 25 extra care apartments and 15 residential dementia beds and will also include eight “later living” bungalows.

The extra care part of the scheme will include 23 one-bed apartments and two two-bed apartments. There will be a communal lounge, dining area, activity room, hair salon, staff room and changing facilities, and accessible toilets across all levels of the scheme.

The residential dementia provision will have  15 care beds with en suites (two of which are bariatric), assisted bathrooms, hoist store, and a communal day room.

If approved, the Ferndale residential dementia care facility (Ferndale) will be a 32-bed residential dementia care home in the Ferndale area.

The cabinet report said site preparation works are already under way on the former Chubb Factory site, with the development in the early stages of design.

The proposal is that it would include kitchen/lounge/dining areas, a quiet room, a hoist store and assisted bathrooms within each of the four clusters of the home.

There will also be a commercial kitchen, accessible bathrooms, communal dining/café space, laundry room and garden space at the scheme.

The report said that the time scales for the programme of work are being developed.

Cabinet has previously agreed to provide a specialist care accommodation for people with learning disabilities at the former Bronllwyn residential care home site in Gelli.

This scheme will be providing specialist care home accommodation for adults and older people with learning disabilities.

The scheme will provide 14 en suite rooms (three of which will be respite, one being lone respite), communal day rooms, sensory rooms, assisted bathrooms, a commercial kitchen, sufficient space for 24/7 support staff presence including a training room, a private outdoor garden area and and on-site parking.

The report said that the procurement process is in the latter stages with award of contract expected to be finalised by the end of 2024.

The time scales for the programme of work are being developed with an expected period of 66 weeks for the work to be completed.

It has previously been agreed to provide a new accommodation with care and support with learning disabilities in adulthood at Garth Olwg supported accommodation units in Church Village.

This scheme will include 22 supported accommodation apartments (20 one-bed apartments and two two-bed apartments) and there will be a day centre on site.

There will be a large lounge dining area, sensory room, activity room, assisted bathroom, buggy store, laundry room, fully equipped changing rooms with hoists, staff facilities and a large patio area.

The procurement process is currently in progress which will include the appointment of a registered social landlord partner.

The expected time scale for the completion of the work is 18 months after starting on site.
