Rhondda Cynon Taf Council leader hopes for A4119 reopening ‘within weeks’

A COUNCIL leader says he hopes a section of road which has been closed to turn it into a dual carriageway will be able to re-open in the next couple of weeks.

Councillor Andrew Morgan, leader of Rhondda Cynon Taf (RCT) Council, was responding to a question from Tonyrefail east councillor Dan Owen-Jones which asked him to provide an update on the progress of the delivery of the major scheme to dual a section of the A4119 carriageway.

The 1.5km scheme covers the section of the road between the south Wales Fire Service HQ roundabout and Coedely roundabout.

Responding to the question at full council on Wednesday, January 15, Cllr Morgan said that in the weeks before Christmas resurfacing works were carried out which were delayed by the weather.

He said the intention was for the scheme to open around September last year but then the contractors gave an update to say it would be open before Christmas.

There remains a small amount of work to be completed mainly off the carriageway but Cllr Morgan said until the contractors sign over the highway to the council and the council accepts it in terms of its contractual and physical completion, they can’t open that section of the road.

The council leader added that work is progressing and there are teams on site carrying out finishing off works.

Cllr Morgan said they expect that in the next couple of weeks, as soon as the contractors say all the necessary works to the carriageway have been done and the road can open safely, the council will be asking them to hand over physical control and remove traffic management.

There will then just be some periphery works on things like landscaping off the carriageway.

Cllr Morgan added that: “We’re hoping in the next couple of weeks we will be having some positive news and that section of road will be open.”

Cllr Owen-Jones said he’d received a backlash from residents who are seeing this section of highway more or less complete and not yet open.

He said: “Our electorate are keen to see the end and calling the definitive date in if that is at all possible.”

Cllr Owen-Jones also asked Cllr Morgan to explain the benefits of the scheme once completed. Cllr Morgan said the biggest driver for the scheme was the Coed Ely site and opening up that area which has had substantial investment.

He said apart from dealing with some of the traffic congestion for local residents wanting to get to the next roundabout, benefits will include opening  up the economic activity in the area.
