Tonypandy housing project to transform former flats site

THERE are plans to build 50 houses and flats in Tonypandy town centre on the site of a former block of flats.

Trivallis Housing Association has submitted plans for a residential development at Mitchell Court off Court Street.

The proposals include 17 one-bedroom apartments, 25 two-bedroom apartments, four two-bedroom houses and four three-bedroom houses

It would also involve 32 car parking spaces, keeping existing trees where possible and the introduction of a new green infrastructure strategy throughout the site.

It would also have internal refuse storage, internal cycle storage, a new access road and a new substation.

The site includes a parcel of land that has had numerous uses such as the Mitchell Court accommodation block, a row of garages and the former Rhondda principle office block.

The new apartment building would be in a similar location to the Mitchell Court building whilst the houses would be located to the north along Berw Road on the site of the former Conservative club and RCT office building.

Back in 2023, Trivallis started working with residents to find them new homes and in February 2025 demolition work began on the old Mitchell Court block which has now been completed.

The planning statement says that the proposed development site is located in a highly sustainable location, in close proximity to a  range of services and facilities found in Tonypandy town centre.

It says the site is also easily accessible via car, being located a short distance from the A4058 and B4278 which provide links to the wider area.

It says the site is adjacent to Tonypandy bus station which has nine services to a number of local and regional destinations.

Vehicle access would vary across the site with apartments being accessed via the existing main access off Court Street.

Four of the houses would be accessed via the existing access which serves the former RCT Office building whilst the remaining four houses would be accessed directly off Berw Road.

Each of the access points would also cater for pedestrians while further pedestrian provision would be kept and established along Berw Road and Zion Terrace.

The planning statement says that the proposed development will provide affordable housing for which there is a significant need, built to contemporary standards in respect of accessibility, amenity and energy efficiency on previously developed land.

It says the development will look to keep on-site green infrastructure features where possible as well as biodiversity measures through additional tree planting, biodiverse grassland seeding and bat and bird boxes.

It also says that the proposed development is considered to be acceptable in respect of access, vehicle trip generation and flood risk.
